The Spencer Foundation, of Chicago, Illinois, was founded to “investigate ways in which education, broadly conceived, can be improved around the world.” During the past several years, the foundation has become interested in the topic of grant effectiveness, and particularly why some research influences policy and practice more than other research of equally high quality. Spencer believes that learning more about “influence” will help to better plan its work going forward.
