Many foundations have made investments in urban school reform, although they are now reassessing their strategies. This 43-page report, by the University of Washington's Center for Reinventing Public Education and funded by the Annie E. It also describes a tool that foundations can use to avoid these pitfalls, and provides examples, from San Diego, California, and Denver, Colorado, of the method in action and how funders can use it.
