Abstract:
Many foundations have made investments in urban school reform, although they are now reassessing their strategies. This 43-page report, by the University of Washington's Center for Reinventing Public Education and funded by the Annie E. Casey Foundation, discusses two major flaws of foundation investment in education reform. It also describes a tool that foundations can use to avoid these pitfalls, and provides examples, from San Diego, California, and Denver, Colorado, of the method in action and how funders can use it.
